Is this possible? 2 cities when world is still in 72-hour beginner protection?

Just wondering if this is possible and how it might have happened? Can a player end up with 2 cities on a new world where everyone is still under beginner protection? (W102)

Yes they took a barbarian city that does not have protection.

When they couldn't possible have a scholar yet? They have less than 2000 points on their original city.

You are correct in this case it is a bug that allowed them to start with 2 cities. One of those cities will be taken away soon.
