City hall and building speed

I noticed that the city hall will reduce building speeds as it is upgraded but the building time stays the same after I upgrade it on all of my buildings... Am I missing something?

I don't think you are because it is the same with my buildings too. i've checked the time before and after building the city hall. Maybe it's like every five levels it reduces it.

It should change instantly. Keep in mind as soon as the HQ is in your building queue, the building times will already be affected. So check the time of an other building, start building the HQ and*then check the time again, it should have changed. Good luck.
