1. Scholar limit
2. Number of conquered city's
3. Number of existing scholars
4. Number of scholars in education

the old scholar glitch it seems has happend here.. just like magic troops

Most likely, it is not a glitch. It is what's known as "negative scholars". It is an exploit in the game that Quark is trying to get rid of
