How can you make a barb city level up. I know some people must have a way because I see some towns with 3-4
Tier 2 barb cities around them

The bigger barb cities I think have been player cities which was abounded and then converted to barbs.

After they become barb all growth is random - have to hope for big warehouse and small hiding place

The cities that have 10,000 point barbarian cities around them have been there for a period of time.
You will find that barb cities growth is random, but youll find larger barb cities around larger players purely because they have been there longer.
