If I send a guild member support troops to his city, can I recall them whenever I need them?

Yes you can, keep in mind that it will take them time to come back to your city before you can use them for anything.

Go to your Rally Point in your city. The rally point is the main area that deals with your troops.

If you go to:
Rally Point > Troops > My Support Abroad
It will list all of the troops in each city outside of the main city in which your troops are located. You can recall them from there.
For support in game, please go to:
Portal > ? (Question Mark - Upper right of the screen) > Support > Mail Icon
For support outside of the game, please go to:
