Scholars don't add up !

I know how scholars work but I'm scratching my head with this one,

I have 11 conquered cities and apparently 5 scholars, I'm 6 scholarships away from scholar limit 16 and can train -1 scholar. That adds up to me.

The only trouble is in all my cities and returning troops from recently conquering a city I can only see 2 scholars, i had 5 trained conquering would reduce to 4, and I didn't gain any by conquering, so I should have 4 and be able to train 0, as I said I only have 2, can someone explain this ?
