Morale Percectage: What makes it lower or rise

My morale is at 57%. How do I raise it back up? Why did it lower?

Morale is to do with attacking lower level cities.
If you constantly attack a city, say for farming your morale will lower. This is to allow lower level players a change to compete.

It will increase if you begin rotating your targets or begin targeting higher level cities.

Really? I thought the only factor that mattered was the points difference. I never noticed the morale increase when rotating targets.
