Balancing building construction, troop production and scholars.

Would I be better off to halt scholar production, and concentrate strictly on resource production and troops, wait for my neighbours to build up their cities and then attack a larger city (ie 10k?) or balance the 3 and take over smaller cities in the 3-5k range?

Currently I have 4 cities about 20 days in and things seem to be slowing down and no one around me seems to be growing

Once you have five scholars max your resources, farms, warehouses. With the scholars you can take a big city if you pops up.
