Troop Commanders?

Youre supposed to be able to send out 25 attacks maximum. But when I got to 10 outgoing attacks to a member for chaos it said "Error, all of your troop commanders have been sent out." what is a troop commander, and how do I get more?

He's maybe being attacked by another member or someone else.
For support in game, please go to:
Portal > ? (Question Mark - Upper right of the screen) > Support > Mail Icon
For support outside of the game, please go to:

Sounds like an glitch to me, might be best to right an ticket about it.

Just found out what it was. If you have support abroad you can only send out the amount that gives you 25 outgoing troops in total. So if you have 10 support troops abroad, you can only send 15 out for anything else.
