Can someone clearly explain in good old fashioned English everything about chaos how it's begun/ once started how long before resets to normal the lot . Thank you in advance

Every city has a limit of 40 inbound movements. Once that limit is hit, the city is in Chaos, and no new inbound movements can be sent. Chaos ends when inbound movements drop below 40, thus Chaos ends after the next arrival.
