my available troop commanders keeps decreasing? why? only on w39

Have you sent out supporting troops because they would eat up a commander

yes, and that seemed to have left me with a commander queue of 6, but, then without any other changes that shrunk to 4. and i thought you got the commander back from supporting troops after round trip time. but you're saying the commander stays with the support for the duration of the time abroad?
