What is the purpose of having City Hall Demolish a building?

Mostly farm space.

People often want to have, say a level 30 city hall to speed up the construction of the rest of the city, or say a level 20 forge to get the academy.
Once they are up though, they demolish this buildings to free up the farm space so you can have more troops.

What if your academy is destroyed and you already demolished your forge? Do you need to rebuild your forge to level 20 again?

Yes, you do, which is why you CAN demolish whatever you want, that doesnt always mean that you SHOULD.

The choice is entirely up to you.

Does the upgrading of city hall drastically improve in decreasing the time of your other buildings or should u stay at level 25?

Depends on how much u upgrade it.

Well since 25 is minimum if ur aiming for an academy, my question regards the last 5 levels of the city hall..

I normally go up a few more levels on the city hall than level 25, because a level 30 quarry can be around 18 hours or so depending on the city hall level.
I figured the extra construction cost of the extra city hall levels is worth that shorted time. But thats entirely up to you.
