Loyalty

I took over a city some 8 hours ago , I thought the loyalty would increase back to 100/100 but it has stayed at 50/100 . Is that the max ? Will it ever get to 100%
Loyalty increases approximately 3% per hour (or 1% per 20 minutes).
If it has not moved from 50% for over an hour it is likely a refresh problem. Hit the refresh button or manually restart the application.
