When destroyed does it prevent support or just out going troops

Prevents the sending of troops from that city. Prevents entering the Rallypoint on a graphical city. And prevents you from withdrawing support or canceling outgoing attacks. You can still receive support and any outgoing attacks will still hit their targets you just cant track their progress
