i wonder if i take over another city and educate scholars in my new city the number of the scholarship i need for the first scholar is renewed?

Scholarships and scholar totals are for your entire empire, not per city.
If you buy 3 scholarships in 1 city, and 3 scholarships in another, then you have a total of 6 scholarships which gives you a scholar level of 3.

Scholarships are attributed to the account underwhich they were purchased.
If you capture a city, the amount of scholarships in that new city will not be any different than that of the first city.
It is a world wide based number. (but doesnt carry in to other worlds).

So if I build a new academy in my captured city it will automatically reflect the 3 scholarships that show up from my first city? Does this allow me then to buy a scholar and not have to buy scholarships for the second city?

If you get a new city and a new acadamy, the number of scholarships in your new acadamy will be the same as your first city.
It is a global number and is NOT limited to one of your cities, it is shared for every city you have on that world in your acount.
A new acadamy doesnt allow you to restart with one scholarship = one scholar, it will be the exact same as your first city and any other city you own.
If you already had a scholar limit of two when you capture a new city with an acadamy, you will need to buy 4 more scholarships in that new city to recruit another scholar.
