What can be done about a user hunting another user and attacking without being provoked?

I have another user on world 33 "Borealis" that has openly attacked and then after I restarted on the world went screen by screen to attack me again... Without provoking. I haven't even gotten my respawned city up to 2,000 points. What can be done?

Nothing, this is what this game is about. Try to make friends or something that can let you rebuild again.

You could always attempt diplomacy. Ask what has caused his or her anger towards you.

Change ur name

If the player is actually harassing you verbally or in any way OTHER than sending attacks to your cities, the you have ability to petition to the support team who will be able to address the situation.

If they are not actually breaking a Terms of Service (TOS) then you will need to use either diplomacy, or try and figure out what has occurred to cause this.

Failing both of the above, BigStuM is right, a name change and a new world might be your best option.
