How can I tell how many troops the player I'm trying to attack has defending?

By scouting, first however the defending player will also get notified your attacking and get a report showing you scouted him

if you use gold via insta sout the player does not get notified.. be carful though they may clear the city of troops leading you to believe the city has no supporting defense... hint use lvl 3 scouts that will tell you troops outside of the city too... this is also helpful if you are being attacked as you can pretty much bet that the troops outside the city are comming your way
