Can u take over a city using only one scholar even if the cities loyalty is at maximum (100)???? Please respond

No. You need more than one scholar to take over. Each scholar takes about 25% loyalty away at a time.

Yes. If the city is close enough, you can keep re-sending the same scholar after he returns until the city is captured.
