Reseach level

If i have reseached level 3 guardians in one city and move them to an another one with only level 1 guardians reseached, do they act as level 3 or level 1?

They would act as level 1 Guardians.

How about if the 2nd city has guardians level 0?

what is the point of 3 tier research? Thats seems like a stupid idea it would make it extremely inconvient to play

Does that mean if my level 1 units go to a city that has researched that unit at a higher level, they'll be counted as higher?
