Lets try and be helpful for the new Valor players Goldnagger.
Yes Martin, once a new world is opened you can also create a city in that one. There is no limit on how many worlds you can create a city in, if you are around while the world is open.

If u mean a 2nd city on a different world with your 1st city then no u can't.if u mean playing on multiple worlds u have already been answered about that.
