How to get more commanders?

I have 300 troops left over which I can't send out because it says I have no more commanders? Anyone understand this system? And how can I generate commanders? Or is it random
Every outgoing troop also brings along 1 out of 25 commanders, this includes support troops and attacking troops.
O cities supported and 0 outgoing attacks = 25 commanders remaining
11 cities supported and 4 outgoing attacks = 10 commanders remaining
