Hi guys. I reconquered a city and i cant produce the scholar anymore. I need to buy another set of scholarships. Is that how it works? Thanks

Also, the city i conquered has 3 scholars. I was suprised to see negative 5 in my academy. Killed the 3 ans still have -2.

For the first part yes, that is how it works. Second part doesn't seem right though.
