Does building an academy counto towards my scholar limit?

I know I need to have x Scholarships for my next scholar but if I need 5 scholarships can i have 4 scholarships and a 2nd academy instead?

No, the more academies you have, the easier it will be to buy scholarships. The amount of scholarships that you have to buy is still the same, which makes it very expensive to purchase scholars later on.
