Honestly, I've tries searching through the forums, with no luck for this question. Too many answers, all contradictory. How can I maximize my troop levels in a city, with a pop cap? I see ppl sending 5 k of this troop or 3 k of that troop. I understand having multiple cities. Is that the answer? Or is it keeping buildings at their lowest usable levels? Thanks in advance to those who respond after the struggle of reading through this question.

You pretty much have the general answer already. Increase troop count at the sake of lowering your building levels or control more cities. It would also be wise to keep in mind that each troop unit type vary in the amount of population space they take.
