Can a L3 scout also determine the loyalty of a city?
I do not want to ATTACK a city with a scholar but I do need to find out what the loyalty is.

it's probably safe to assume it is 100%.
I play a 1 level research world, so i can only assume that max level scouts don't tell you loyalty in either system

No they don't. But it'd be nice if they did.
