When setting up a resourse tranfer what do the hours of transfer time indicate 1-5 hours and what would be the purpose to use a long tranfer time like 5 hours for

This indicates your offer will only be seen by people within range. If you use your merchants a lot, sometimes you don't want to wait hours for them to return.

So if i set it to 5 hours can towns in my area and that are 1-4 hours away still see my offer?

Yes, everyone less than 5 hours would be able to see your offer.
