Definitive guide?

I have asked this before but as far as I have been able to determine I have not had an answer. Is there a place for a definitive guide where orlor or someone like him can settle a dispute about game rules once and for all?
Right now there is this discussion about support troops I sent being promoted or demoted to the level of the city they are supporting in stead of staying at the level at which they are because of the level in my forge.
This goes against all logic I can think about but... Maybe there is a reason for it. Can someone from Quark settle this dispute by answering this question please?
Also, would it be a good idea to have such a definitive guide somewhere, maybe as part of the wiki where Quark has a special section only they can modify?

There's no definitive guide like you are looking for out there. Orlor answered that question in the forums 18-24 months ago. The support troops assume the level of the city they are supporting in three tier research worlds.
