Conquering barbs

Hi,

I just resumed playing this game after alonger time away. It seems that i can't conquer barb citys without a scholar? I am playing right now in both "Standard world (551)" and "Standard Legacy (552). Am i not able to conquer barb citys in any of these two worlds without a scholar? If not, are there any worlds in which i can?
