You would need one additional scholarship to train your second scholar.

Each scholar costs one additional scholarship. So your first scholar cost one total scholarship. Your second scholar costs two additional scholarships, for a total of three scholarships.

How many scholarships does it take to control an entire world of about 60,000 people? Not including scholar deaths and cities that are taken from you.

How many cities? The formula for total scholarships for n cities is n*(n+1)/2
