No merchants please help

I have a level 2 market but when I try to trade or whatever it says I have no available merchants, 0/2. So how do I get some merchants?
They are 1. Busy moving ressources or 2. You have them waiting to make a trade ( if your trading 2000 for 2000 it takes 2 merchants verses 1000 for 1000 only takes 1 merchant. You can upgrade your market for more merchants.
