I have a couple questions about moral.

1. Does it regenerate like loyalty or do you have to get it back up some other way?

2. Do cities have different moral than one another or do all cities owned by the same player share the same moral?

morale is how well your troops will do in battle
if you are attacking a stronger city than the one your sending troops from then your morale will be 100
if your attacking weaker city then your morale will be 55

How come when I attack a barb city which has 0 troops, I always have morale at 100?

I thought moral could be anything when attacking a smaller city

It starts at 100 and degrades over time if you keep attacking it or if it's grossly weaker than you
