Barb cities

The barbarian cities around me refuse to grow. Why is that? I see large 10k barb cities in other areas, but not near me. Is it because I am farming them, there are not enough people near me, or something else?
How can I maximize barbarian city growth?

Once a player abandons a world they become a barbarian city. That is why some barbarian cities are much stronger than others.

But some barb cities are just barb cities, and they grow like any other city, why do some grow faster.

They build buildings at random, if they randomly build city hall early then they will grow faster
