Capped after truce

If I send scholars to a city then purchase a ceasefire will my city capped after I called the ceasefire be protected

Truce only prevents launch. Doesn't do anything to stuff that's already moving. I've capped many a city after a truce has been called, much to the dismay of the person who lost it.
