I have 2 conquered cities and want to build an academy in one of them. My question is do the scholar limit apply to the world or the city? Meaning in my new academy , would I need 3 scholarships for my next scholar or do I revert back to 1 since it would be the city's first scholar?

Scholarships needed per scholar are tied to the player in that world. So for 3 in any city you would need to purchase 3 scholarships to train a scholar in any city with an academy.
