Would it be possible to have my friend that is new to the hame get put into a city i have conquered in rowan

No you cant do that unless he takes over your full account. or if he gets and academy then he can conquer it from you

K he thinks that if he started in a 9k city he could dominate me so i wanted to prove him wrong

you could feed him resources until he gets to a 9k city... that might work
