problem with scouting

Today several times in a row i scouted a city and it showed as a player city with no troops and resources on hand. when my units arrived minutes later they were barbarian cities with no troops, no resources. and i loss many of my units. I have never seen this before. Whats up with this.

Player was probably inactive for so long that Valor changed it to barbarian city. Its happened to people in my old guild because they didn't play.

may be a glitch or inactive player.

i understand why they changed but why the wrong scouting report. one i launch an attack as soon as my scout reported and by the time my troops got their orders it changed. and now its worse because with no army i was wiped out.
