Are Ballistas the best to leave in our city for defense?

No.they are siege units and their sole purpose is offensive,therefore they suck in defence.

They do have defensive attributes, but they are most often used to demolish specific enemy buildings, to prevent the enemy from using them.

Once you start to use them in an attack you will be asked for what specific target you want to use them, walls, farm, city hall, etc, ies funny
