Yes that's their only use, you have to reduce loyaly from 100 down to zero.
Loyalty regenerates over time depending on world speed and scholars reduce loyalty by 20-30 each wave, note each wave it doesn't matter how many scholars are in that wave as long as you have one that survives.
So in theory one scholar sent 4 times to a close city could conquer, or send 5 waves with 5 separate scholars each landing roughly at the same time and all successful will garauntee capture

send some scouts to see what defenses are there if it is a barbarian city. if the wall is high you can send rams to clear it... usually you want to send one wave without a scholar to clear the troops if present and then send your scholar with troops as backup against wall... resend often until captured. Check your worlds loyalty refresh rate first to know how much time you have to finish it off. GL

You will lose 2 scholars if both capture it, but will be able to educate 1 scholar right away to replace the 2nd one if this happens. (Assuming that your scholar limit is not negative and the city you captured did not have any scholars that you captured). But when you capture a city it's loyalty is set at 25. So your 5th scholar may not capture it; it may only reduce the loyalty down to 1%-5% and then return to its city of origin.
