Question... See if your attack waves is unsuccessfully, like you would not get through his defense, would the loyalty still goes down? 250 guardians... That's not much troops at all to attack an city is it?

Loyalty is only lowered if the attack is successful AND the scholar in the attack wave survives.

If the attack is successful but the scholar is killed (or no scholar was sent) then the city's loyalty is unaffected. If the attack is unsuccessful then the scholar with the attack wave will be killed.

So pretty much you can send as many units as you want to farm them but you can't take a city without scholars.

If you have a city right next to you and you kill all the troops and wall etc can you send a scholar then have it come back and send it again and again?

Yep! I would still send some troops with it though, even a city with no wall or troops has some defense. This will also take a while as even to a real close city scholars are slow.
