What happens to the troops in the wave that successfully conquers the city? Do they return home or do they stay in the conquered city?

If you successfully hit a city with the scholar, the loyalty is displayed in the report.

There is currently no other method to view the loyalty of a target city.

Why use multiple clearing waves rather than one single large clearing wave?

Multiple scholars in one wave counts the same as one scholar attacking

To answer your question Pkhan, the best way is to send multiple huge clearing waves. They can dodge one. But it's harder to dodge multiple ones. But I also send some decent sized clearing troops with each scholar. That way they can't pick off a scholar
