Wanna upset an inactive player in your guild? Leave the guild, send your attacks to the player, get added back into the guild, and when the player questions how you are attacking him say it's a glitch you're just sending support. Take his city, the points are added to your score, adding to the guild score, and you cut the dead weight.

Or you can not be a dick.

I trust members of my guild will stay active and contribute. If not, they are of no use to the guild and their city will be absorbed.

How bout this for being a dick, have the member attack another player hours away and take him when his troops are out.

yeesh man, at least give your inactive members a message and if they reply give them a day or so to prove they are growing... If neither occur give them a 24 hour warning.

A warning you ask? yeah because if they are that inactive you should have no problem conquering their city.

Other than that, you do want to keep cities in your guild.

If the member your attacking is inactive then what does it matter? Kick him then conquer him.

If he has a large city or is a somewhat big player you don't want enemies capturing his/her cities.

Uh, why don't you just kick them from the guild lol

see some crap like this is what turns players off from Valor. Why can't people play a game with honor? is it really that hard? How about trying to message them? I can understand absorbing an inactive, but really....tricking your own players so you can grab their cities is low. Good luck to you. Hope I come across you in another world.
