It's situational.. Say you only have 2 scholars and/or no escort. Then perhaps taking a barb and converting it would be better. But if you have the scholars/troops, I'd say go for The Lord city. The resource loss from barbs adds up quite fast, but so does the resource/growth gained from capping barbs without the need of scholars. Always look at your current situation to decide what strategies and advice would work best for you at that current moment.
