I know several players who were able to refill their building queues while the system was not available for most others.

Reset EVERYTHING and restart everyone at SCRATCH. Should take care of the "he was able to log on and I wasn't" complaints.

Its not a rumour, you have to face it.

It's ok whilst you have all been winging I accessed w100 capped all of playmesh and your war is over
