You can send scouts and it will tell you all their levels of their buildings.

Seeing other peoples villages would take out the strategy in the game. Use scouts like everybody else

But guild mates?
It will be useful to be able to get full report about their cities, and you can't get it by scouts

you don't need info on your guildmates cities. seeing that info can decide whether you keep your city or not.
