Town progress

Hi Valor staff!

Long ago I've play a game like this one, in that game you start with city hall and nothing else like this one, but there you have:
1. The option to chose were too build your buildings
2. There was like more organization for buildings
3. When you upgrade your city hall, the town get progres, like at lvl 10 there was some troops at town, lvl 15 some people in streets, lvl 20 more stuff and at lvl 30 there was like all the roads nice and a small houses, stuff like that. Will be cool that valor have it ^^
4. Spy reports let you GO IN enemy town and saw his buildings lvl and all that
