Decommission troops

One shd be able to decommission troops, just like we can demolish a building. This adds to the city capacity. The reason you wld decommission is because you want to build something else. This is far more humane than sending them to fight against 4000 guards behind a 25 wall! Please consider this.

I could see being able to decommission troops! I see this being especially handy for newer players who may not have correctly built their city/cities and would like to correct errors they might have made while being uneducated about the ways of the game!
