Morale, as it's implemented now, is just a nuisance when farming inactives. That's it.
I have 18k points in my city right now and there's a 7k city near me I'm planning on capturing soon. I have 100% morale, aka no penalty to attack. I have 11k more points, over double his score, and yet I have no morale penalty.
The 1085 cities that I farm i get about 40% morale when I attack them. This means even berserkers with a small amount of bad luck will lose one in the attack.
The city that could benefit from morale doesn't, and the city that doesn't need morale gets to be a nuisance.
What if morale penalties kicked in a little sooner, but in exchange, you had to first get over 1300 points in order to be eligible for "morale protection"?
I would also be happy with level 0 walls giving 0 base defense. It's silly that cities with no walls and no units can kill my units.
Morale is dumb.

There's a good 50-60 different cities I have in my farming radius and I add new cities to that daily as my unit count grows to allow more farming trips, so I'm not sure if you're correct about morale lowering with repeated attacks, or if that part of the morale equation just doesn't affect me at all.

Also, regarding your berserkers dying: while the city has some defense (even the base 20), as long as you send enough units, some will die. For pure lancers, as an example, the constant is 1 (convenient since their attack is 20: same as the base defense). This happens even at a morale of 100 and a luck of 0. Simple math, it's the battle mechanics; if you're interested, I can show you the calculations behind it.
