Valor needs a dock. A dock could build fishing ships to get a very slow population increase. (catching fish for food). The dock could also have warships. These warships can transport troops and attack buildings (like ballista). Rivers would be implamented in maps for the boats. Docks can only be built in cities near rivers, lakes, etc...Dock max lv: 20.
Watch Towers:
Watch towers can give you info about enemy troops in boats. Watch towers would do good against ships and scouts.
House:
Adds population space for each lv. 200 every time its upgraded.
House Alternative:
Instead of the house (which i know some wont like), more population space would be bought with gold.
Rally Point Upgrades:
Upgrades on rally point would make troops get to target quicker. Each lv. Increases unit speed by 5%. Very expensive. Max lv 10
Academy Upgrades:
Upgrades decrease scholar production time. -5 min each lv. Very expensive. Max lv 10

The dock would provide an very unfair advantage because u wouldn't be able to put ur village where u want but a guy near u gets next to a river. Therefor he would have advantage over u because he would have more population. The dock is a good idea but under the conditions of bein able to get it. That would never happen. Every player has to have a fair playing field.
I like the dock/harbor idea, especially the way ramorocks put it, but with the way valor is set up right now it will never work. But what if valor had worlds where 90% of the map was an ocean? Many islands could be sprinkled throughout the map, each consisting of 3-8 "area" squares, so no matter where your city is placed within that island, you will be bordering the sea, and will be able to build a dock/harbor. I think this will open the door for a multitude of different unit and building types and new styles of play.
