I still think this should be free but any help will be great fully.

I also am frustrated with this situation and really like the previous suggestions. My gameplay and advancement has really slowed down due to the difficulty with building scholars to cap cities.

This is like the income tax system we have in America which punishes those who have worked hard and become successful by making them pay rediculoisly high tax rates! The harder you work, the greater the diminishment of your returns.
