Player made government system

I was thinking it might be interesting to see a " government" made completely of ayers from worlds to world, the top guilds set rules/guidelines for all players to follow, this make for a more interesting game experience. But I do realize, that it would bemoostly the same Pete ruling, since a lot of the guilds are multi world.
